High risk if missedGTOs directly govern reporting obligations at closing. Historically, FinCEN's residential real estate GTOs (which expired February 28, 2026) required title insurance companies to file a FinCEN Currency Transaction Report (CTR), often within a 30-day window. Missing a GTO reporting requirement is a BSA violation.
Money Services Businesses (MSBs)
High risk if missedSouthwest Border GTOs require MSBs in covered ZIP codes to file CTRs for cash transactions of $1,000 or more, but not more than $10,000. Coverage is defined by a business's listed ZIP code, so a reissue can add or remove your ZIP with limited notice. Always confirm against the current order.
Real Estate Attorneys and Brokers
Moderate riskIf you handle all-cash residential closings involving legal entities, you need to know when a GTO covers your jurisdiction. The nationwide RRE rule was set to take effect March 1, 2026, but was vacated on March 19, 2026 by the U.S. District Court for the Eastern District of Texas (Flowers Title Companies v. Bessent). Monitor FinCEN.gov/rre for reinstatement updates.
AML Compliance Officers
Program update requiredYour AML program must reflect current GTO requirements. When a GTO is issued or renewed, your policies, procedures, and training materials may need to be updated before the effective date.
Banks and Credit Unions

Geographic Targeting Order - Southwest Border Money Services Businesses (September 2026)
FinCEN reissued the Southwest Border MSB Geographic Targeting Order, signed September 2, 2026 and published September 4, 2026 (91 FR 56776). It is effective September 3, 2026 through March 1, 2027. Covered businesses must report cash transactions of $1,000 or more, but not more than $10,000, on a Currency Transaction Report within 30 days. Coverage is limited to listed ZIP codes in five Texas counties (Cameron, El Paso, Hidalgo, Maverick, Webb) and three New Mexico counties (Bernalillo, Doña Ana, San Juan). Arizona and California are NOT covered by this reissue. MSBs that were not covered businesses under the March 10, 2026 order have a compliance date of October 3, 2026. The order preserves the existing injunction exception, so MSBs that courts have enjoined the government from reaching under the March 14, 2025 order (90 FR 12106) remain exempt while that injunction is in force.

Geographic Targeting Order - Minnesota Government Benefits Fraud (Renewed August 2026)
This ACTIVE GTO (February 12, 2026 - February 6, 2027, renewed August 11, 2026; 91 FR 51588) requires banks, credit unions, and money transmitters with a physical presence in Hennepin County (Minneapolis) and Ramsey County (St. Paul) to report outbound international funds transfers of $3,000 or more. It targets government benefits fraud - specifically child nutrition program funds being laundered internationally. FinCEN renewed the order on August 11, 2026 to continue combating fraud schemes that have cost Minnesota potentially billions of dollars, with a portion laundered overseas. Secretary Bessent described this as the "genesis for a national rollout" to combat federal program fraud.
